I am commanded by My Lords Commissioners of the

Admiralty to refer to telegram No.427 dated 13th February

from the Commander-in-Chief, China, reporting that

proposals have been made by the Shipping Companies

relative to armed guards, of which a copy has already been sent to your Department.

It will be observed that the desirability of

some such action was represented by the Commodore, Hong

Kong, in paragraph 28 of his letter H.K.0260 of 30th

October 1929, which formed an enclosure to Admiral ty Letter M.074/30 of 20th January 1930.

Similar suggestions

were also contained in the letter dated 6th January from

the Liverpool Underwriters Association which formed an

enclosure to the same Admiralty letter.

My Lords have reached the conclusion that these

suggestions promise to afford the best way of meeting

the present difficulties.
